State Pact against hate: the urgent shielding that activism demands

The Social Pact against hate speech has demanded this Monday, April 13, that the protection of vulnerable groups be consolidated through a State Pact against hate. The driving organizations, led by the LGTBI+ State Federation, warn that this is the only legal tool capable of transcending electoral cycles and guaranteeing the security of millions of people in a stable manner.

A legal shield against political alternation

The alliance of organizations emphasizes that the name “State Pact” is not a semantic whim, but a structural necessity. According to the entities, this instrument is the only one that allows establishing specific protection protocols, defining clear criminal types in the Penal Code and ensuring sufficient resources that do not depend on the political color of the government in power.

For the signatory unions and NGOs, any other legal figure would be insufficient. They insist that measures are needed that cannot be easily repealed in the next legislature, thus protecting victims from the individual and partisan interests of the political moment.

Criticisms of the draft: lack of budget and exclusions

After analyzing the report of conclusions of the preliminary text, the Social Pact has shown its firm rejection of what they consider a “fragile proposal.” Among the main shortcomings detected, the absence of an assigned budget item stands out, which would turn the measures into a dead letter since they could not be executed effectively.

Furthermore, the current text leaves out key groups. The organizations denounce that there is no mention of the inclusion of people with disabilities, the universal accessibility of the measures or specific actions for the integration of migrants, who are a constant target of hate speech today.

The parliamentary negotiation that begins today has the support of a massive civil society coalition. Among the promoting entities are the LGTBI+ State Federation, Triángulo Foundation, Chrysallis, CERMI, ONCE Foundation, CESIDA and the Spanish Youth Council. Important organizations such as Red Acoge, CEAR, HOGAR SÍ, Fundación Secretariado Gitano, Oxfam Intermón and the CCOO and UGT unions also join.

These entities have been categorical: they will not make contributions to a text that does not aspire to be a State Pact. They consider that lowering the claims of this document would be a missed opportunity that would once again leave the most vulnerable groups exposed to the rise of intolerance.
