The Ministry of Equality promotes a new roadmap to guarantee rights and combat discrimination
Good news for the LGTBIQ+ community in Spain! The Ministry of Equality is taking another step in the fight for our rights with a four-year Equality Strategy now on the table. But, be careful, before the Government approves it, the autonomous communities will have to give it their approval. So, although there is still a way to go, this is already a great advance.
A roadmap against LGTBIphobia
This is the ‘State Strategy for equal treatment and non-discrimination of LGTBI+ people‘ for the period 2025-2028. It sounds formal, but the important thing is that it has been designed as a roadmap to stop LGTBIphobia and all those discriminations and violence that, unfortunately, continue to be a reality in our daily lives. There are more than 200 measures to guarantee equality in education, employment, health, housing, sports and even leisure.
It is no secret that many LGTBIQ+ people still have difficulties freely expressing their identity. Furthermore, hate crimes are increasing and the feeling of insecurity in our spaces is still present. Therefore, this Strategy seeks to ensure that all people can live without fear, with their rights guaranteed and with the freedom to be who they really are.

Three main axes for change
This plan has three main axes:
- Governance, because coordinating policies between the Government, the autonomous communities and the city councils is key.
- Awareness and promotion of sexual and gender diversity, to educate and raise awareness throughout society.
- Detection, prevention of discrimination and violence, support and protection, because it is not enough to identify the problem, it must be solved.
LGTBI+ Strategy 2025-2028: Key measures to guarantee equality
Some of the highlighted measures are:
- Combat LGBTIphobic violence in all its forms, including dangerous “conversion therapies.”
- Training on diversity and hate crimes for judges, security forces, health and educational personnel.
- Promote a State Pact against hate speech.
- Incorporate affective-sexual education at all educational levels.
- Collect data and conduct research on the real situation of LGTBI+ people in sports and the world of work.
- Greater visibility in public spaces with names of streets and places in honor of personalities of the group.
- Adapt school bathrooms and changing rooms so that they are inclusive.
- Provide specific health care and support in gender transition processes.
- Create suicide prevention strategies, with a special focus on trans and intersex minors.
- Offer psychological support to victims of conversion therapies and families with children from the group.
- Include gender transition treatments in Social Security, including drugs and prostheses.
- Promote measures to eradicate LGTBIphobia at work and provide professional training to LGTBIQ+ people in vulnerable situations.
- Protect older people in the group with priority access to housing.
- Implement specific protocols to help minors in the group at risk of exclusion or homelessness.
- Monitor social networks with tools that detect hate speech against the group.
- Create safe spaces for practicing sports and physical activity without discrimination.
And now what’s next?
The autonomies still need to give their approval and the Government to officially approve it, but this Strategy is a big step forward. Now, it is in the hands of the authorities to make it a reality and, above all, of society as a whole so that LGTBIQ+ rights are a guarantee and not a constant struggle.
