The Government of Navarra has taken an important step in its commitment to equality and diversity. Through the Navarro Institute for Equality (INAI/NABI), the regional community promotes the creation of an Observatory against LGTBIQ+phobia and the design of an institutional coordination protocol against attacks, hate incidents and acts of discrimination towards LGTBIQ+ people.
The idea is clear: to better understand the reality that the people of the group experience in Navarra and, from there, strengthen the response capacity of the institutions.
A participatory project
The process will be carried out through a public tender that has a marked participatory nature. During the month of August, the INAI/NABI has put out to tender the technical assistance services necessary to open joint work with key agents: associations, professionals and administrations involved.
The goal? Define a model that responds in a real way to the needs of the group and that, at the same time, is coherent with the resources that already exist in the community.
Two main lines of action
This project is structured around two main axes:
- The Observatory against LGTBIQ+phobia. Its structure, functions, powers and resources will be designed, so that it can become a useful tool for collecting data, making problems visible and guiding public policies.
- The coordination protocol. Scenarios, tools and procedures will be defined to improve the response to attacks, incidents of hate and discrimination. The goal is for institutions to act quickly and in a coordinated manner.
A legal and social framework
The initiative does not come from nowhere. It is part of the Foral Law 8/2017 for Social Equality of LGTBIQ+ people, which seeks to guarantee rights and move towards real and effective equality. The tender budget amounts to 20,000 euros (VAT not included), and offers may be submitted until September 6.
Beyond the figures, the interesting thing is to think about the impact that an observatory of this type can have. Will it only serve to collect data or will it be able to drive real changes in the way Navarra society faces LGTBIQ+phobia?
Towards a more robust response
The Government of Navarra trusts that this measure will become a fundamental instrument not only to record hate incidents or crimes, but also to raise awareness, promote respect and consolidate public policies that protect diversity.
The process, which will be based in the INAI/NABI office, aims to be open, inclusive and with a vocation for permanence. It remains to be seen how the proposals will materialize and what role citizens will play in this path.
