Tenth consecutive year leading the Rainbow Europe Index
In a world where LGTBIQ+ rights continue to be the subject of debate, and in too many cases, setbacks, there are places that are moving in the opposite direction. One of them is Malta. For the tenth consecutive year, this country leads the Rainbow Europe Index 2025, published by ILGA-Europe, consolidating itself as the most inclusive territory on the continent.
With 89% compliance with equality criteria, Malta remains at the top thanks to inclusive public policies, robust legal frameworks and an institutional attitude that, at least on paper, prioritizes the well-being of diversity.
What is Malta doing that others are not doing?
Beyond symbolic laws, the Maltese government has promoted concrete and tangible measures. Among the most recent, the following stand out:
- Legal recognition of non-binary gender, allowing people to reflect their identity on official documents.
- Dar il-Qawsalla, the first temporary shelter for LGTBIQ+ people in vulnerable situations.
- LGBTIQ+ Wellbeing Hub, a free space that provides psychological and social support to LGTBIQ+ people and their families.
These initiatives not only seek to protect rights, but also to create safe and real environments where each person can develop freely.
More than laws: a culture of respect
Malta has not limited itself to amending laws. He has also worked to foster a culture of inclusion. From institutional language to visibility in public spaces, there is a clear intention to normalize diversity. For many, this makes the island a not only legal, but also symbolic, reference in a European context marked by social and political tensions that directly affect LGTBIQ+ people.
