The mayor of Budapest, Gergely Karácsony, has been cited as a suspect for his involvement in the organization of Budapest Pride, held on June 28. This was confirmed by the City Council itself in response to a query from the Hungarian media 444.hu, pointing out that the appearance before the police will take place next week and that the summons was made “by fast track.”

What happened?

The investigation was initiated by the National Criminal Investigation Office, a special unit of the Hungarian police, initially against an “unknown perpetrator.” However, after the development of events and the role that the local administration took in the organization of the event, the focus seems to have shifted directly to the municipal government.

This year’s Budapest Pride was not just any parade. More than 100,000 people took to the streets not only to celebrate diversity, but also to raise their voices against the restrictive policies of Viktor Orbán’s government. Karácsony, who gave a fiery speech during the march, was received days later with a standing ovation in the European Parliament.

The political and legal context

Days before the event, Justice Minister Bence Tuzson publicly warned the organization of possible legal consequences. Despite this veiled threat, the Hungarian government later announced that it would not sanction the participants, arguing that the communication of the event had been “confusing.”

It should be noted that, as stated by the City Council itself, the parade was officially assumed as a municipal event. From this perspective, there would have been no legal violation, since both the organization and the participation complied with current regulations.

Official silence and unanswered questions

The Rainbow Mission Foundation Szivárvány Misszió Alapítvány, traditionally responsible for Pride, claimed to have not received any notification from the authorities. For its part, the National Police has refused to offer more details about the investigation, appealing to the interest of the process.

Is legality really at stake or is this a new attempt to silence public demonstrations that are uncomfortable for those in power? To what extent can a government interfere in an event that, beyond the symbolic, is part of the exercise of the right of assembly?

Constitutional changes of concern

The legal environment in Hungary has changed significantly. Earlier this year, Parliament – ​​with a majority from the Fidesz party – approved the 15th constitutional amendment since 2010. This reform establishes that children’s right to a “healthy” development takes precedence over freedom of assembly. In addition, the duty of the State to protect the “gender identity at birth” and to guarantee an education based on “the constitutional identity and Christian culture of Hungary” is incorporated.

This legal framework not only makes it difficult to organize events like Pride, but also sends a clear message about the government’s ideological priorities.

A critical look: protection or repression?

Although the official discourse speaks of the protection of children and traditional values, various voices suggest that these measures hide a strategy of censorship. To what extent can children be protected without limiting the freedoms of others? There are those who warn about the political use of the law to restrict fundamental rights, especially when it comes to the LGTBIQ+ community. The mayor’s accusation could be seen as a deterrent maneuver, intended to intimidate other municipal leaders who consider publicly supporting the group.
