L’Hospitalet de Llobregat promotes its commitment to L’Hospitalet LGBTI Plan after presenting the II Local Plan for emotional, sexual and gender diversity (2025-2028). This instrument seeks to eradicate discrimination through a participatory process that involves citizens, entities and municipal personnel in the second most populated city in Catalonia.
Municipal strategy for gender and sexual equality
The new strategic document is based on two main lines of action that comprise a total of 40 specific objectives. After the closure of the first stage (2018-2022), where 71% of the actions were executed, the council now seeks to delve deeper into the internal structure of the administration to ensure that the diversity perspective is transversal in all public policies.
This first strategic line includes the review of municipal regulations, planning and public contracting processes. The objective is to ensure that no City Council contract or service violates the rights of LGBTI people, establishing strict non-discrimination criteria. In addition, official documents and physical spaces will be adapted under inclusive criteria for all citizens.
Reinforcement of specialized services and trans employment
The second line of the plan focuses on direct action on society and job placement. One of the most notable points is the promotion of the employability of trans people, a group that faces structural barriers to access the labor market. Through awareness-raising and support initiatives, the City Council seeks to correct these inequalities and promote safe work environments.
Likewise, the plan guarantees the reinforcement of key services such as LGBTI Office and the Comprehensive Care Service (SAI). These units will not only receive greater logistical support, but municipal staff will receive specialized training to adequately address emotional and gender diversity. The sports field will also be the protagonist, with specific measures to guarantee real inclusion in local centers and clubs.
