The law that must create the LGTBI Council of Cantabria continues in the regional Parliament without listening to the entities of the collective. In the Commission for Social Inclusion, Youth, Families and Equality, PP and Vox rejected the three appearances of experts that PSOE had requested.
What is the LGTBI Council of Cantabria?
The LGTBI Council is a stable body for representation, consultation, and collaboration between the Administration and civil society in policies affecting the collective. This is how the Cantabrian Government itself defines it, presenting it as a step towards a more inclusive institutional framework.
Its creation is a legal obligation. It is included in the Cantabrian law guaranteeing LGTBI rights, in force since December 2020, which allowed a maximum of two years to send the project to Parliament. According to elDiario.es, it arrived with three and a half years of delay.
Who will not be heard?
PSOE had requested three appearances: the presidency of ALEGA, the presidency of the Youth Council of Cantabria, and the coordination of ACCAS, which also presides over CESIDA. ALEGA is the reference association for the LGTBI collective in the community. ACCAS, the Cantabrian Citizen Association Against AIDS, works in the field of HIV.
For the socialists, it makes no sense to approve a law designed to give voice to the collective and, at the same time, leave out of the processing those who can provide experience and proposals. The party denounces that the blockage has been repeated with other laws, such as those on Housing, Youth, and Teacher Authority.
The PP’s version
PP deputy Alejandro Liz denies that his group can exercise any veto, because they do not have a majority in the commission. According to his version, it is the opposition that uses its majority to prolong the procedures.
Liz defends that the PP has maintained the same criterion since the beginning of the legislature: if an entity has already participated in the allegations phase, he does not see it necessary for them to appear again. He also emphasizes that it is a law of only five articles, which will be developed later by decree.
The PP adds that those who had four years to set up the Council and did not do so now want to delay it. In addition, they accuse Vox of having requested more time to submit amendments.
Why it matters
LGTBI councils are the tool with which entities participate in public policies that affect them. That the body that should give them a voice is processed without listening to them in parliamentary sessions is, for the collective, a fundamental contradiction. And it comes after years of delay.
